Therefore, the B2C market is typically harder to penetrate, regardless of how big the budget for marketing is.

Furthermore, retaining users is not as easy for apps catered to consumers, due to how versatile the market is. 

They are typically able to retain customers for long periods of time without much effort, therefore the marketing budget is not as large because they do not need to constantly attract new users.
