Binance has officially reentered the Philippine market through a partnership with local fintech BlockShoals Technologies, which secured approval to operate inside the Securities and Exchange Commission’s StratBox regulatory sandbox. CO‑CEO He Yi said Binance is “entering the Philippines market through BlockShoals’ SEC‑regulated sandbox route,” framing the move as a compliance‑first comeback after the exchange lost local access in 2024.
Under the setup, BlockShoals acts as the licensed Crypto Asset Intermediary, while Binance supplies its trading infrastructure, security systems, and global compliance tools. The sandbox arrangement lets the partners test digital‑asset services with real users under tight SEC oversight, including caps on exposure and extra reporting duties compared with a fully authorized platform. Policymakers plan to start the initial sandbox phase in the second half of 2026 and run it for at least two years before they consider any wider rollout.
BlockShoals Secures Sandbox Approval
After more than two years of regulatory engagement, BlockShoals got the Philippine SEC’s in-principle approval to participate in the Strategic Sandbox framework in November 2025. On April 14, 2026, the SEC approved the Notice of Approval in full, permitting BlockShoals to function as a Crypto Asset Intermediary pursuant to Memorandum Circular No. 9, Series of 2024.
Now, the firm is Binance’s official local service provider for Philippine consumers, offering the global exchange a domestically accountable partner inside the sandbox.
The SEC’s StratBox rules require sandbox participants to follow specific testing plans, risk controls, and user protection measures set by the regulator. Binance said the partnership offers a controlled, supervised space for financial innovation, allowing new models to be tested responsibly within the right regulatory framework.
Therefore, Filipino users gain a regulated on‑ramp to Binance services without relying on offshore entities or VPN workarounds while the sandbox runs.
In its announcement post, Binance said, “For the first time, Filipino users will have access to the world’s largest digital asset exchange through a locally registered, SEC‑regulated entity.”
He Yi highlighted BlockShoals’ leadership experience in capital markets and banking as a key reason for choosing the firm as Binance’s Philippine gateway. The company also described the sandbox route as a way to align its technology and global standards with local rules before seeking any permanent license.
